
Chandigarh(The Uttam Hindu):Punjab Revenue and Housing and Urban Development Minister Hardip Singh Mundian has directed all Divisional Commissioners and Deputy Commissioners to strictly enforce the provision of no NOC (No Objection Certificate) for plot registrations. This directive aligns with the state government's commitment, under Chief Minister Bhagwant Singh Mann, to ease processes for the general public.
In a letter issued to the concerned officers, Mr. Mundian emphasized the importance of implementing the Punjab Apartment and Property Regulation (Amendment) Act, 2024. This landmark legislation abolishes the requirement of an NOC for registering land deeds. Approved by the Punjab Assembly on September 3, and subsequently signed into law by the Governor, the amendment aims to curb illegal colonies while offering relief to small plot holders. According to the notification, citizens can benefit from the act between December 1, 2024, and February 2025.
The Revenue Department has communicated these updates to all divisional and deputy commissioners, accompanied by detailed instructions and a copy of the Urban Development and Housing Department's notification. The amendment stipulates penalties for offenders and provides significant relief to individuals owning plots of up to 500 square yards in unauthorized colonies, who had entered agreements or power of attorney before July 31, 2024. Such cases no longer require an NOC for registration.
Minister Mundian highlighted that this decision is a major step forward in addressing public grievances and tackling unauthorized colony development. He urged officials to ensure the effective and seamless implementation of the new rules, emphasizing the government’s dedication to the welfare of the public, the state's progress, and the prosperity of its people.
