Haryana Government to Provide Job Security to 1.20 Lakh Temporary Employees

New Delhi (The Uttam Hindu): The Haryana government is set to introduce new rules aimed at providing job security to 1.20 lakh temporary employees. A committee of senior IAS officers was formed to draft these rules, and after several meetings, the draft has now been sent to Chief Secretary Atul Aggarwal. It is expected to be forwarded to Chief Minister Naib Singh Saini for approval. Once the Chief Minister approves the draft, the rules will be notified, ensuring job security for temporary employees.
Previously, the Outsourcing Policy Part-1 was not mentioned in the government's Act, which left many employees under this policy without job security. These workers were not transferred to the Haryana Kaushal Rojgar Nigam (HKRNL) and were employed in their respective departments, boards, or corporations. The new rules, however, clarify that employees working under Outsourcing Policy Part-1 will now be granted job security.
As per the new rules, temporary employees who complete five years of service by August 15, 2024, and whose salary is below ₹50,000, will be guaranteed job security. Chief Minister Naib Singh Saini has previously affirmed that employees working under Outsourcing Policy Part-1, Part-2, and the Haryana Skill Employment Corporation will all benefit from these job security provisions.
**Job Security Even with Service Breaks**
The new rules also provide clarity on employees with service breaks. Even if an employee experiences a service break, they will still be entitled to job security if they have worked for three years in any department, earning a salary for at least 240 days each year. If, for any reason, an employee did not receive 240 days' salary in the fourth year but received it in the fifth and sixth years, their service will still be considered continuous.
For example, if an employee worked as a peon for three years, left, and then returned to work after a break but received 240 days' salary in the sixth and seventh years, their total service will be considered five years, qualifying them for job security.
These new provisions are expected to provide much-needed stability for temporary employees and enhance their job security within Haryana’s government sector.
