Russia (The Uttam Hindu): Russia is grappling with a significant population and birth rate decline, presenting a new challenge for the authorities. The ongoing conflict between Russia and Ukraine has exacerbated the situation, resulting in the loss of soldiers, a refugee crisis, and other disruptions that have significantly impacted the country’s population.

In response, Gleb Nikitin, Governor of Nizhny Novgorod Oblast, has announced an initiative aimed at encouraging women to have more children. As part of this plan, women who give birth to four children will receive a payment of 10 lakh rubles (approximately ₹8 lakh). This move is intended to address the declining birth rate and slow the population decrease in Russia.

How Will the Payment Be Disbursed?

Governor Nikitin stated that the payments for the first and second children would be covered by the federal fund, while the payments for the third and fourth children would come from the regional fund. However, specific details and regulations for the scheme are still under review. This initiative is being implemented to stabilize Russia's population, where the current birth rate is 1.5 children per woman, far below the replacement rate of 2.1 needed to maintain population stability.

Factors Behind the Declining Birth Rate

The ongoing war with Ukraine is cited as a primary reason for the decline, with the deaths of young people and a shortage of soldiers contributing to the population crisis. Economic challenges and a drop in living standards have also deterred families from having more children. In September 2023, Russia’s birth rate reached its lowest point in 25 years.

Proposal for a Ministry of Sex

In an additional effort to address the declining birth rate, reports suggest the Russian government is considering the creation of a "Ministry of Sex." This proposed ministry would focus on encouraging young people to have children. Under the plan, women aged 18 to 23 could receive financial assistance for childbirth. Federation Council Speaker Valentina Matvienko, known for her work in family and demographic policy, has been proposed by President Vladimir Putin to lead the initiative. The goal is to increase both the birth rate and overall population.

Addressing Russia’s Population Crisis

To combat this demographic challenge, the Russian government and regional authorities are rolling out various measures, including financial incentives and programs to encourage family expansion. These efforts are critical, as maintaining a balanced population is essential for the country’s stability and development.
